In Tennessee, the Department of Revenue oversees vehicle services such as title, registration, and plates. These services can be handled through a local County Clerk's Office. Driver Services is a division of the state's Department of Safety and Homeland Security. You can apply for a new license or transfer a license, including commercial and motorcycle licenses, through Driver Services. This division also handles voter registration and driver records. There are Driver Service Centers throughout the state. While some are full-service stations, other facilities have limited services. These include Express Stations and Driver License Reinstatement Centers. In some areas, the local County Clerk's Office may offer Driver Services.

In order to apply for a vehicle title and registration at the County Clerk's Office, you will need to bring proof of identity, residency, and current registration if you are transferring a license plate. Additional documentation may be required depending on whether the vehicle is new or used. If you are moving from another state, you will need to bring your out-of-state registration.

Through Driver Services, you can apply for a new Tennessee driver's license, transfer an out-of-state license, and renew or replace an existing license. Licenses for adults over 21 expire every eight years. To obtain a full driver's license, you will need to bring proof of citizenship, residency, and identification, along with your Social Security number. Applicants under the age of 18 will also need proof of school attendance and progress, a teenage affidavit, and to meet the minimum driving requirements. Tennessee follows a graduated driver license (GDL) program for teen drivers. Each of the three phases places restrictions on the license and requirements on the driver. At age 15, drivers can apply for a learner's permit, followed by an intermediate license at age 16 and a full license at 18.
