Kentucky vehicle and driver services are handled by the Kentucky Transportation Cabinet, which is also responsible for motor carrier services. Vehicle registration and titling are processed through your local County Clerk's Office. Driver's licenses and identification cards are issued by the Circuit Court Clerk's Office. Check your specific county for the locations and hours of each facility.

To register a vehicle for the first time, you must visit your County Clerk's Office in person. New registration requires you to show photo identification, original proof of insurance, the current title, and proof of out-of-state registration (if applicable). Registration renewals do not require a copy of the title. To apply for a title, you will need proof of insurance, photo ID, the completed TC96-182 form, and the signed-over title (or bill of sale, in some cases).

In Kentucky, you have to be at least 16 years old to apply for a driver's permit or license. New applicants must pass a vision screening, a written test, and a skills test before applying. Applicants under the age of 18 need a parent or guardian's signature on the Driver License/Identification Card application form. Additionally, if you are under 18, you must bring in a School Compliance Verification Form from your school district. Anyone applying for a driver's license needs to show proof of full legal name, Social Security number, date of birth, and Kentucky residency. You can also apply for a Real ID through the Circuit County Clerk's Office.
